Agency History Shoreline Behavioral Health Services (SBHS)
operates as an independent, public, not-for-profit, supplementary agency of the
Horry County Government. The authority for operation had it origins in Act
301 of the 1972 South Carolina Legislative Session. Later, under the "Home
Rule" action by the legislature, local alcohol and drug commissions came
under the authority of local councils. In 1985 the Horry County Council
passed County Ordinance 6-85 formally establishing the Horry County Commission
on Alcohol and Drug Abuse (HCCADA) and designating it as the single county
authority for alcohol and drug abuse programming. In the spring of 2000,
the HCCADA became Shoreline Behavioral Health Services. The original ordinance established a Commission Board of Officers comprised of seven members appointed for three year terms. All Officers are Horry County residents and are chosen to represent a cross section of county citizens. The Board sets policy and approves budgets along with a number of other specified duties. The Board appoints an Executive Director who is responsible for the day to day operations of the agency. The SBHS Board of Officers has adopted a set of Bylaws by which to conduct business. In August 2000, SBHS moved into a new facility
located on Wise Road in Conway. The new facility was a major accomplishment for
the agency and the fulfillment of a dream. Services have been expanded and
staff/clients feel more comfortable and relaxed. The SBHS Board of Officers
